Two honest things, no third one hiding. First, PuckSurveys is deliberately lightweight, so hosting a lot of surveys costs us very little. Second, the handful of heavy users whose volume our server bill actually notices can chip in a few dollars to help cover it. That is the whole model today.
What we do not do: we do not sell your data, we do not run ads, and we do not make you the product. That is a promise about how the tool is paid for, and it is not changing quietly.

No. You create an account with a single sign-in link sent to your email, no password and no card. People answering your survey do not need an account at all.
No. Surveys and responses are both unlimited right now, and there is no per-response charge. If that ever changes, we'll give clear notice before it takes effect.
There is not a hidden one. The honest limits are that some power features may land in a paid Pro tier later, and that "currently free" is a description of today, not a forever promise. Everything you can see on this page is on right now.
