Yes, send it to everyone who came. Regulars tend to answer high on the partner item, so a wide spread there often signals that some people, frequently the newer ones, had a very different night.
What can a host do when the partner item lands low?
Build partner changes into the lesson, ask regulars to invite someone they have not danced with yet, and keep an eye on the wall during the first hour. The item on coming back alone shows next time whether it worked.
